......在美國海軍軍官學校畢業典禮上發表演講的時候，卡特表示，區域內的各個國家「最高層」對中國在南海的行動，「不論公開還是私下」都表示了擔憂。
卡特表示，中國正在冒著「建築一道自我孤立長城」的風險，他說中國在南海的行動挑戰了美國的「基本原則」，美國不會「假裝沒看見」。
美國對南海主權爭議，一直強調「自由航行權」，多次在南海水域或者空中航行，導致中國的不滿。
在演講中，卡特也抨擊了中國的「黑客（駭客）」入侵美國的企業，他說中國的黑客不但違反的了網路創建的精神，「更不用說違反了法律」，「大規模」地「滲透竊取美國企業的智慧財產」。
