NARA--The culture ministers of Japan, China and South Korea reached agreement Wednesday to promote exchanges of arts and music and to cooperate in protecting assets and propagating cultural values overseas.

Under the Nara Declaration, the three countries will enhance human exchanges and joint production programs, while promoting the East Asian region's culture around the world. It also calls for cooperation in protecting copyrights.

The document was signed by Yoshiaki Takaki, minister of education, culture, sports, science and technology, Chinese Culture Minister Cai Wu and South Korean Culture, Sports and Tourism Minister Yu In-chon.

The three ministers agreed to having their countries' artists come together to create joint artworks for entry in international festivals and to set up a jointly sponsored award.

For Japan, which served as host to the conference of culture ministers, the third since 2007, the agreement is seen as a chance to promote its cultural content in the other two nations, where strict regulations remain in place.

Japan has designated cultural exports as a strategic priority, setting an annual revenue goal of about 1 trillion yen (about $12.12 billion) in the Asian market.

The Cultural Affairs Agency is planning to earmark 200 million yen in subsidies in fiscal 2011 for the joint international production of movies and animation works.

However, according to an official with the government's Secretariat of Intellectual Property Strategy Headquarters, Beijing has blanket restrictions on imports of foreign movies and broadcasts of foreign programs. Meanwhile, South Korea regulates the broadcasting of Japanese sitcoms on terrestrial TV broadcasts.
