China’s Xinjiang Policy Is ‘Genocide,’ Says Ex-Hong Kong Governor

Hong Kong’s last colonial governor Chris Patten on Monday described China’s approach to its ethnic Uighur Muslim minority in the far-western region of Xinjiang as arguably “genocide.”
Patten’s remarks come after the Associated Press detailed measures it said the Chinese government had taken in Xinjiang to cut birthrates among Uighurs. “This is arguably something that comes within the terms of the UN views on sorts of genocide,” he told Bloomberg Television.
China’s policies in the region are part of a broader pattern of recent behavior, Patten said, including China’s plan to impose a national security law on Hong Kong, its engagement in “murderous blunders” on its disputed border with India, and pursuit of “loutish diplomacy” around the world.
Patten was the last British governor of Hong Kong before its handover to Chinese rule in 1997. He spoke ahead of a vote expected Tuesday by Chinese lawmakers on the security law, which would bar subversion, secession, terrorism and collusion with foreign forces in Hong Kong. The law won’t need to be used if the financial hub’s residents avoid crossing certain “red lines,” according to Bernard Chan, a top adviser to Hong Kong Chief Executive Carrie Lam.
Recent months have seen increased efforts to push back against China’s expanding clout. In the past week the U.S. Senate has proposed sanctions on Beijing over its actions in Hong Kong, while Vietnam and the Philippines raised concerns over repeated violations of maritime rules at a summit of Southeast Asian leaders amid growing grievances with China over its territorial claims in the South China Sea.
“Xi Jinping is different from his predecessors. I think he wants to crack down not only inside China,” Patten said, in a reference to China’s president. “I also think he wants to be aggressive around the world.”
