今天是元宵節，也是台積電在日本熊本建設的新工廠開業的日子。同時還有美國南卡羅來納州共和黨總統初選。前總統川普，將要和南卡出身的前聯合國大使尼基·海莉一決勝負。如果川普勝出，將向總統大位邁進一大步。今天還是俄烏戰爭爆發兩週年的日子。

但我們看到中國國內的網路上，被熱炒的新聞有兩條。一是女導演賈玲成功瘦身50公斤。二是上海女教師出軌16歲男學生。幾乎佔據了大部分的討論版面，好像是另外一個世界。

其實，春節以後在中國貴州，就開始出現大規模山林火災。已經燃燒了兩個星期。從衛星監測圖上看，火災擴大到了幾乎半個貴州省，面積比兩個台灣還要大。應該有成千上萬人流離失所、無家可歸。但是中國官媒對這件事幾乎沒有什麼報導，而且，我聽說外媒都不被允許去貴州採訪。

這幾天，中國的網絡上竟然有人造謠說「是日本間諜放的火」，而且被廣泛傳播。主要內容是說「貴州是我國中草藥出口大省，正巧前不久我國停止了與日本的中草藥交易，貴州的中藥資源很多，專治疑難雜症，國家剛剛禁止珍稀中藥材出口日本，才幾天就遭縱火」。

還有人謠傳說「有村民拍到日本間諜潛伏進去山裡放火，多次嘗試點火，村民大喊他們就跑了，後面好像抓到是日本籍，他們說是遊客，純粹說點火烤樹枝玩一下」。

中國官方並沒有對這些流言進行限制或澄清。加上前不久，中國曾大肆醜化日本「向海洋排放核廢水」，加深了小粉紅們對日本的仇視。謠言因此傳得更兇，讓人看了搖頭。

過去在胡錦濤時代，至少當時的中國政府對救災還非常積極，前總理溫家寶總會非常及時地出現在災區現場，還被人戲稱為「影帝」。透過外媒報導，國際社會也會積極支援。

不像現在，對災難完全不聞不問，不讓報導、放任謠言滿天飛，掩蓋真相、推卸責任。

【8.18流水集會案｜黎智英等7人組織非法集結罪脫　終院即日駁回律政司上訴許可申請】

民陣於2019年8月18日在維園舉行「流水式集會」，7名民主派人士包括黎智英、李柱銘、吳靄儀等人經審訊後，被裁定組織及參與未經批准集結兩罪罪成，他們就定罪及判刑提出上訴，高等法院上訴庭早前裁定7人就「組織未經批准集結」罪的定罪上訴得直，撤銷定罪及判刑，惟「參與未經批准集結罪」則維持原判。
律政司今（23日）向終審法院申請上訴許可，力陳被告在遊行隊伍前方手持咪高峰、打手勢指示路線等行為，屬控制及帶領，已構成「組織」的定義，但終審庭拒絕接納，即日駁回律政司的申請。
此外，民主派7人早前亦獲批上訴至終院的許可證明書，他們今早再就其他相關議題，包括條例最高判刑5年造成「寒蟬效應」、集會的定義不包括以「流水式集會」作人群疏導等，申請上訴至終院。終審庭法官聽取陳詞後，押後頒布書面判決。
