紀念活動的主辦者香港支聯會說,參加活動的人多達18萬人。

燭光紀念集會晚上8時左右開始,10時結束。參加的人坐滿了香港維多利亞公園的六個足球場和旁邊的草地。

他們手舉蠟燭聚集在公園內的六四紀念碑和一個民主女神像的複製品周圍。六四抗議遭到鎮壓前夕,抗議者在天安門廣場上豎立了一尊民主女神像。

紀念晚會開始時,首先讀出了一些在六四事件中遇難的學生和他們離世父母的名字,對死難者表示哀悼,亦向不久前病逝的天體物理學家方勵之表示哀悼。

在六四事件中被坦克碾斷雙腿的北京體院學生方政專程從美國趕來出席這次悼念活動,他向香港民眾以及大陸和台灣同胞的支持表示感謝。

燭光紀念會上還播放了前八九學運領袖王丹的講話。

王丹透過視頻說,“六四“到現在已經23年了,看到大家仍然在這裡他非常的感動,因為他在大家的身上看到了”堅持“這兩個字的意義。他說,希望大家能堅持下去,”讓我們用我們的堅持去寫我們這段歷史“。

參加燭光紀念晚會的人群高呼“民主萬歲”,“勿忘六四”等口號。

中國加強網禁

在六四23週年之際,中國採取措施禁止在互聯網搜索關於六四事件的敏感詞。

中國官方從未公佈過六四傷亡人數,但是人權組織和目擊者估計死亡人數在700到數千人之間。

中國從未允許在大陸舉行紀念活動。中國網絡監管當局甚至在微博上阻止網民使用“上海證券交易所”的詞,因為上證指數一度跌到64.89,正好同鎮壓的日期吻合。

無獨有偶,上證綜合指數在六四到來23週年之際在開市時顯示為2346.98點,23之後的4位數字倒過來正好也是89,64。

上海證券交易所表示他們正在調查此事。

中国の民主化を求めた1989年6月の天安門事件で、次男を失った軋偉林さん(73)が自殺していたことが28日、分かった。遺書には、鎮圧部隊の発砲で死亡した息子の名誉回復を23年訴えながら、政府に無視され続けた父親の絶望感が記されていた。
事件で子を失った遺族らでつくるグループ「天安門の母」が明らかにした。遺族は年老い、メンバーのうち29人が他界したが、自殺は初めてという。
軋氏は24日、北京市内の自宅を出てから行方不明になり、25日、近くの地下駐車場で首をつっているのが見つかった。遺書には「(事件から)20年余りが過ぎたが、息子の無念をはらせぬままだ。死んで(政府と)闘う」とあったが、公安当局に押収されたという。

在蔡衍明质疑"六四事件"的言论曝光后,前学运领袖王丹表示出极大愤怒,他于23日在Facebook上进行表态,宣布拒买蔡衍明旗下的《中国时报》,斥台湾亦在走向香港化。

每逢“六四”必紧张

年复一年,中国领导人每逢"六四"必然精神紧张。今年五月底,中国著名异议人士、"零八宪章"起草人之一刘晓波被司法部门从北京监狱转往辽宁,官方的解释 是刘晓波籍贯为辽宁。『世界报』记者发表文章认为:

"实际上这是为了发出一个政治信号:当今的中国领导人不会给'六四'参与者平反。从刘晓波的朋友余杰和几十位其他反对派人士5月30日以来 又被软禁一事就可以看出,北京当局的神经何等过敏。由大屠杀遇难者家属组成的联合会'天安门母亲'受到监视。美国人权组织'中国人权观察'要求北京领导 人,公布事件中遇难者的人数和姓名、惩办负有罪责的人并对这个成为全国不幸事件的悲剧作出总结报告。但是,在中华人民共和国境内,天安门屠杀是公开讨论的 禁忌话题。
甚至无关紧要的影射也受到检查。例如,6月1日儿童节当天,『南方都市报』儿童版上的一幅画引起了震动:带有儿童涂鸦的一面学校黑板上,可以看到当 年那位不知名勇士单身阻挡坦克的寓意图画,接着所有互联网版本都删除了这幅漫画。
甚至对看来什么都不是的东西,当局也做出极度反应。今年年初,德国驻北京大使馆也有所体验。去年十二月,大使馆在中国发出了自制的2010年挂历, 其中一张照片是表现'德国统一20周年'的柏林墙涂鸦艺术。在混乱的文字中,隐约可见中文'六四'二字,中国官员找到大使馆,但是挂历已经寄出。"
北京改造钟鼓楼区市民讨论会被叫停
不仅"六四"是禁忌话题,甚至对北京保留部分老城区进行的讨论也不许城市居民参与。今年三月,北京改造钟鼓楼区的市民讨论会未公布原因就被临时叫 停。直到最近,对这一问题才重开讨论,『法兰克福汇报』发表评论写道:
"现在终于举行了讨论。想参加讨论的人,必须预先购买价格为一百元人民币的入场券。讨论用英语进行,讨论地点距离有争议的城区很远,在一家专做欧洲 菜肴的高级餐馆,餐馆位于一个由传统街道改成的游乐园内。
正如所预料的那样,这种组合的结果是95%的与会者是欧洲人和美国人以及几个印度妇女,他们在后殖民时代的气氛中喝'下午茶',对保持北京文化遗产 问题交流看法:一场不能更为具有讽刺意义的闹剧。
文化遗产协会的创始人用简短辛辣的讽刺言辞说,我们只要朝窗外看一眼,就可以知道,什么是维护文化的反面,我们必须以更多的知识、更强的市民自信心 和政治意志反对那些房地产投资商的不良口味。他这番话的关键之处是,在当前这种交错复杂的中国现实社会中,即使这样微不足道的市民参与也许也可以视为朝着 这一方向迈出了一步。"

The US has been, is, and will continue to be a Pacific power. That was the fundamental message the US Defense Secretary Leon Panetta brought to this year's Asian security summit in Singapore.
Mr Panetta then headed off to Vietnam and India - two stops that highlight, in their different ways, two aspects of Washington's new security relationships in the Asia-Pacific region.
The Obama Administration having announced the so-called "pivot" back to Asia at the start of the year, it was left to Mr Panetta to fill in some of the blanks and to try to convince Washington's friends and allies that at a time of severe financial austerity the US has the means to fund its Asia-Pacific ambitions.
The rhetoric was flowing. "The US", said Mr Panetta, was "at a strategic turning point after a decade of war".
And he went on to detail some of the "re-balancing" in America's defence posture - the new term now preferred to "pivot" - that the new strategy requires.
He said that by 2020 some 60% of the US Navy would be deployed in the Pacific as opposed to about 50% today. This will include six aircraft carriers and the majority of the US Navy's cruisers, destroyers, Littoral Combat Ships and submarines.
He spoke of energising alliances and partnerships, noting the rotational deployment of US Marines and aircraft to Australia.
A host of bilateral meetings in the margins of the summit also produced results. Singapore, for example, agreed to the forward-basing of four of the US Navy's new Littoral Combat Ships - small, high-tech vessels suited to maintaining a presence in the region.
But among many participants there were still concerns about the US administration's ability to fund its resurgent Asia-Pacific ambitions. Words like agile, leaner, and so on essentially translate to fewer but more capable warships.

The veteran Republican Senator John McCain, while welcoming Mr Panetta's comments, told me he was seriously worried by the spectre of draconian cuts in the US defence budget.
Ship numbers matter, he said, and the decline in the size of the US fleet, he argued, might mean that it was not able to carry out all of the missions set out by the defence secretary.
The view from Beijing For all the talk of maritime free passage, the importance of vital sea lanes for prosperity and so on, the ghost at the feast was China.
While Mr Panetta and many other speakers stressed that the US presence and the modernisation of local defence capabilities should not be seen as directed against or intended to constrain China, it is far from clear that this is the way things are viewed in Beijing.
China was at the summit - a small clutch of uniformed officers listened intently to Mr Panetta's speech. Chinese attendance at the Shangri-La Dialogue, as the annual summit is also called, has developed to the point that last year Chinese Defence Minister Liang Guanglie represented his country.

This year, though, it was a lower-ranking officer who headed the Chinese delegation.
China-watchers here say that political uncertainties in Beijing and the ramifications of a scandal involving former top leader Bo Xilai have constrained key individuals from travelling. I understand from the conference organisers that the Chinese have assured them that next year it will be business as usual, and that no snub was intended.
China's future remains the central strategic question. Mr Panetta urged Beijing to back a rules-based system to decide competing territorial claims in the South China Sea.
But how far is Beijing prepared to go down this path, given the expansive scope of its claims and its clear determination to develop the naval muscle to back them up?
Arms race?
The Asia-Pacific region is clearly big enough for two major strategic players - the US and China. But as each appears to develop forces to counter the other, at what point does this strategic competition turn into a self-fulfilling prophecy of open competition?
Unease at China's military rise, as well as local problems like piracy and terrorism, are fuelling an arms race of sorts in the region which again, potentially could have its dangers. One of the most interesting sessions at the conference dealt with the proliferation of submarines.

As Christian Le Miere of London's International Institute for Strategic Studies told me, Singapore and Malaysia have taken delivery of new submarines in recent years, and Vietnam and Indonesia have new boats on order. One senior officer said that there would be up to 170 submarines in the Pacific region by 2025.
Submarines are attractive given their stealthy characteristics, their ability to operate unseen and unsupported, at least in uncontested areas. They can be used for a variety of missions including maritime patrols, reconnaissance gathering, the landing of special forces and so on.
The spread of submarines inevitably prompts the purchase of more; another submarine is the best anti-submarine weapon. But more capable anti-submarine surface vessels and maritime patrol aircraft are also being bought.
It is perhaps too early to speak of an arms race in the region but this competitive modernisation raises some concerns.
Many conference participants called for greater transparency in the use and operation of submarines (something of a contradiction, surely, given their stealthy characteristics.) This would help to reduce the chances of submarines becoming a destabilising force.
On a visit to the main Singapore Navy command centre at Changi, I saw one small first step in this process - a multinational submarine rescue course was underway. But clearly this is an issue that will require a lot more attention in the future.
Prosperity, a rising China, the importance of trade routes and maritime tensions are all driving the process of modernisation. But improved military capabilities can be a two-edged sword, a threat as much as a defence.
This is a region where the security architecture is beginning to develop to try to meet these threats both through informal events like the Shangri-La Dialogue - one of the key drivers of multilateral defence contacts - and increasingly through more formal mechanisms like Asean Plus, that brings together the defence ministers of the Association of South East Asian Nations along with key partner countries.

China lashes back at US plans in Asia Pacific

China is worried about the US shifting 60 percent of its warships to the Pacific by 2020 and has asked Washington to respect its interests in the region. US officials announced the plan at a security summit in Singapore.
Chinese foreign ministry spokesperson Liu Weimin was blunt: “All parties should make efforts to safeguard and promote peace, stability and development in the Asia Pacific”, he said, adding that China sees the US’ plan of deploying more ships and giving prominence to a military and security agenda as “untimely.”

A challenge for China?

Earlier, at the Shangri La security summit in Singapore, US Defense Secretary Leon Panetta had declared that “By 2020, the navy will re-posture its forces from today’s roughly 50/50 percent split between the Pacific and the Atlantic to about a 60/40 split between those oceans. That will include six aircraft carriers in this region, a majority of our cruisers, destroyers, littoral combat ships and submarines,” he added. In a bid to pacify the Chinese, Panetta insisted that the US’ latest strategy had not been conceived as a challenge to China.

However, Dr. Swaran Singh, Expert on US security issues at the Jawaharlal Nehru University in New Delhi, thinks otherwise. “The US has increasingly been focusing on the Asia Pacific area, in which case China is the fundamental concern. In the oceans, among the emerging powers, it is China which is becoming extremely active.” Singh believes that Chinese interest in the region, from the Port of Aden right up to the South China Sea and the Sea of Japan, is not in compatible with US interests. Washington is now becoming concerned about China’s maritime expansion.

Beijing has been criticized for taking an aggressive stance in the South China Sea, regions of which have been claimed by several neighboring countries who want a stake in its vast mineral and fish resources. Vietnam, the Philippines, Japan, China and Taiwan are embroiled in a bitter diplomatic battle over rights to islands in the area. Panetta’s trip to Hanoi, the Vietnamese capital, could be seen as an indication of closer ties. Panetta also visited Cam Ranh Bay, a major US naval and military base during the Vietnam War, which could serve as a dockyard for US military ships. The US Chairman of the Chiefs of Staff Martin Dempsey also visited the Philippines where representatives from the two countries talked about providing assistance and a “minimum credible defense position.”

'Wait and see'
The South China Sea is rich in natural resources


Singh believes that despite the US’ increased interest in the region, the naval deployment does not necessarily signify imminent confrontation. According to him, naval forces are fundamentally "forces of posturing" and in extreme situations one could plan strikes from warships, but long term war is not conducted by naval forces. In the present situation, one could only wait and see how the US responds to growing naval expansion by China.

Meanwhile, Asian countries continue to forge alliances among themselves and with the US. India has been mulling over a security agreement with the US, Australia and the Philippines, while being in close contact with Japan and South Korea. Singh insists however that India is also very careful about not annoying China and is ensuring transparency in bilateral dealings with the Asian giant. Chinese officials, in the meantime, stress the fact that despite their ambitious military plans, Beijing will not seek “hegemony when it is stronger.”

 西藏談判停滯不前 達賴喇嘛特使辭職

藏人與中國中央政府的談判多年毫無進展,達賴喇嘛特使請求辭職,達蘭薩拉等待北京領導層更替後的轉機。

(德國之聲中文網)位於印度達蘭薩拉的藏人行政中央(西藏流亡政府)於6月3日發布消息稱,噶倫赤巴(行政首長)洛桑森格(Lobsang Sangay)接受達賴喇嘛特使甲日洛迪(Lodi G. Gyari)和格桑堅贊(Kelsang Gyaltsen)的辭呈。藏人行政中央表示,從2002年開始,甲日洛迪和格桑堅贊作為藏人代表與中國中央政府進行了九輪會談,最後一次對話時間是2010年1月。甲日洛迪在2011年4月就曾經提出辭職,但被當時已經當選行政首長的洛桑森格挽留。在2011年5月洛桑森格正式上任之後,兩位特使曾分別12次向其通報情況。

中國少數民族政策出現倒退

此外,兩名特使的辭職信中還提到有一名參與談判的中共高級代表甚至提出要取消憲法規定的少數民族的地位定義。兩位特使認為在這樣的條件下,無法展開具有實質內容的對話。藏人行政中央新聞發言人圖登桑培(Thupten Samphel)對德國之聲表示,該名官員是中共中央統戰部常務副部長朱維群。 2012年2月,朱維群發表題為"對當前民族領域問題的幾點思考"的文章,提出"淡化民族意識,強化對中華民族的認同"。有學者曾批評朱維群的這一說法是要將少數民族"中華民族化",是退步的少數民族政策。

雖然與北京政府的談判毫無進展,但藏人行政中央依然強調堅持"中間道路政策",即不追求西藏獨立,而是要求在中國統治框架下的真正的民族自治。達蘭薩拉要求實現"真正自治",而北京卻始終指責這是"假自治、真獨立",在這樣的情況下,雙方是否依然可能通過對話方式解決西藏問題?此外,藏人行政中央在周一公佈的新聞稿中提及,今年中國領導層將完成權力交接。這是否意味著藏人期待談判會出現轉機?親身參與了十年談判進程的格桑堅贊表示,很難預測中共新領導人對於少數民族問題和西藏政策會採取怎樣的立場,"我們藏人認為只有通過對話才能找到解決西藏問題的方案,我們當然希望中國能夠更為開放,更為自由,新一代中國領導人也能對於少數民族問題有不同的立場和政策。"

格桑堅贊表示,今後談判工作小組的人員方面將有所擴充,並會在2012年12月舉行會議。對於由誰任命新特使的問題,圖登桑培表示:"這取決於中國方面,他們曾表示不會接受任何由(藏人)行政中央派遣的特使,他們接受達賴喇嘛尊者派遣的特使。由誰派遣對我們而言並不重要,(談判的)實質內容才是最重要的。我們希望中國政府對於談判採取認真的態度,而不是利用談判作為迴避問題和拖延時間的方式。"

格桑堅贊稱,藏人的新生代正在日益成為西藏自由運動的主導力量。新一代藏人談判代表也會有不同與老一代人的方法和思路,但在"追求真正自治而非獨立"和"堅持非暴力"的兩大原則上,藏人不會有所改變。

西藏谈判停滞不前 达赖喇嘛特使辞职

藏人与中国中央政府的谈判多年毫无进展,达赖喇嘛特使请求辞职,达兰萨拉等待北京领导层更替后的转机。
(德国之声中文网)位于印度达兰萨拉的藏人行政中央(西藏流亡政府)于6月3日发布消息称,噶伦赤巴(行政首长)洛桑森格(Lobsang Sangay)接受达赖喇嘛特使甲日洛迪(Lodi G. Gyari)和格桑坚赞(Kelsang Gyaltsen)的辞呈。藏人行政中央表示,从2002年开始,甲日洛迪和格桑坚赞作为藏人代表与中国中央政府进行了九轮会谈,最后一次对话时间是 2010年1月。甲日洛迪在2011年4月就曾经提出辞职,但被当时已经当选行政首长的洛桑森格挽留。在2011年5月洛桑森格正式上任之后,两位特使曾 分别12次向其通报情况。

報道說,中國政府又加強宣傳運動,試圖說服中國民眾3月14日的西藏騷亂是達賴喇嘛挑動的,中國是分離主義恐怖活動的受害者。

French President Nicolas Sarkozy has said that a boycott of the
Beijing Olympics opening ceremony over the Chinese crackdown in
Tibet remained a possibility. He said all options remained open and
asked China to begin a dialogue with Tibet and its spiritual leader,
the Dalai Lama. The German government has excluded the possibility
of a boycott. Foreign Minister Frank-Walter Steinmeier said after
telephoning with his Chinese counterpart, Yang Jiechi, that such a
move was not the appropriate reaction to the recent events in Tibet.
Steinmeier told Yang that China had to provide the greatest amount
of transparency in Tibet. He said that only through talks with
Tibetan leaders were solutions possible.

中國人指責外媒對西藏問題報導不實

國政府禁止大多數家庭接收美國有線電視新聞網(CNN)的節目。但中國最近熱議的一件事卻是CNN的新聞報導。

自3月21日以來﹐北京的互聯網企業家饒謹便開通了一個名為anti-cnn
.com的網站﹐專門紀錄他眼中外國媒體對近期西藏騷亂事件的不實報導。本月早些時候﹐藏人抗議中國統治的行動在拉薩發展成了暴力事件﹐並波及到中國其他地區。

饒謹說﹐外國媒體對西藏騷亂的報導大都有傾向性或存在誇大
。他的話將矛頭直接指向了時代華納公司(Time Warner Inc.)旗下的CNN以及《華盛頓郵報》(Washington Post)。

在中國﹐雖然政府對發自西藏的報導實施嚴格的審查
﹐但這卻並未影響許多中國人對西方媒體在報導西藏事件上的不準確性大加撻伐。民眾的這種憤怒情緒突出表明﹐在被許多中國人視為內政的西藏問題上﹐西方的態度在中國廣泛招致了深深的敵視。
本週二﹐中國繼續受到藏民抗議行動的困擾。官方媒體報導說﹐在四川省的藏族聚居地甘孜﹐幾名執勤的武警週一受到藏人襲擊﹐其中一人死亡﹐幾人受傷。新華社報導說﹐武警被迫鳴槍示警﹐驅散了抗議人群。據美聯社(Associated Press)報導﹐位於印度的西藏人權和民主中心(Tibetan Center for Human Rights and Democracy)說﹐它的消息來源稱在這起事件中抗議者與武警發生了衝突﹐武警隨後朝抗議人群開槍﹐殺死了一名喇嘛﹐還有另一名喇嘛受重傷。

中國的教科書稱﹐西藏幾百年來一直是中國領土的一部分
﹐尋訪到的達賴喇嘛轉世靈童只有經中央政府批准才能被冊立為下一世達賴喇嘛。教科書同時教給人們的還有中國是一個由56個民族組成的和諧大家庭﹐除了主體民族漢族(約佔全國總人口的92%)﹐還有包括藏族在內的55個少數民族。專家們說﹐中國在19世紀和20世紀曾淪為外國列強半殖民地的經歷使許多中國人對外國勢力介入中國事務深懷戒心。

倒也並非所有的中國人都在為政府的立場辯護。上週六
﹐20多位中國知識分子聯名簽署了一份公開請愿書﹐列出了應對西藏局勢的12點計劃。其中包括停止官方媒體“一邊倒的宣傳報導”﹐允許外國媒體赴西藏進行報導﹐並與達賴喇嘛直接談判。

近兩週以來﹐外界很難獲得有關西藏的信息。中國官方媒體有關西藏局
勢的報導十分有限﹐而外國記者都已在中國政府要求下離開了西藏。

雖然CNN等外國電視頻道一直只被允許在政府指定的少數酒店和居住
區收看﹐但當其節目中出現有關西藏的新聞時﹐即使是在這些地方電視節目也會被掐斷。許多提供西藏相關消息、視頻和評論的網站已被屏蔽﹐其中就包括谷歌(Google Inc.)旗下的YouTube﹐西藏發生騷亂後的近一週時間內在中國境內都無法登錄YouTube。雖然該網站週日已被解除了屏蔽﹐但其部分內容仍被屏蔽﹐其中包括大部分西方媒體有關西藏的新聞片斷。在中國登錄YouTube網站後搜索“CNN”無法找到想要的東西。

由於西藏局勢在其他媒體上得不到充分反映﹐互聯網就成了各方為影響
中國人對西藏問題看法而打宣傳戰的地方。

一些中國人更是將互聯網當作了攻擊西方媒體在報導西藏局勢方面有欠
準確的工具。他們說﹐外國新聞媒體經常宣稱中國實行新聞審查﹐所以應逼他們認識一下自己在新聞報導上的傾向性。

饒謹說﹐到目前為止anti-cnn.com網站的點擊量已達10萬餘次。饒謹現年23歲﹐是一家互聯網服務公司的老板。他說
﹐自己在國外的一些朋友感覺很多有關西藏的報導都有傾向性或存在誇大﹐和朋友聊過之後﹐他就萌生了開通這樣一個網站的想法。

饒謹表示﹐截至目前該網站已收集了西方媒體關於西藏的10多條不實
或是誇大報導。舉例來講﹐他說CNN網站上刊登了一張法新社(Agence France-Presse)提供的照片﹐照片被裁剪過﹐所以只顯示有一輛警車﹐卻裁掉了附近藏人向警車投擲石塊的畫面。饒謹說﹐有幾次CNN的一位主播還把西藏說成是一個“國家”。

CNN的一位發言人表示﹐他們不得不對該圖片進行裁剪
﹐以便符合版面需要。她說﹐無法在同一幅圖片里既包括左側被焚燒的汽車又包括右側的抗議者。她還表示﹐圖片的說明文字中已提到藏人正在扔石塊。

她表示﹐CNN堅持其刊登該圖片的決定﹐對那些指責CNN的西藏報
導歪曲事實、偏袒一方的博客作者不敢苟同。CNN說﹐稱西藏為“國家”是個“口誤”﹐之後沒有再出現這樣的“口誤”。

饒謹表示﹐他用“反對CNN”(anti-cnn
)作為自己網站的名字﹐並不是僅僅針對CNN﹐而是因為它代表了西方主流媒體的聲音。他希望自己的網站能有助於監督國內外媒體﹐並幫助保持新聞行業人員的職業道德。

饒謹和其他博客作者指出的很多失實報導都是照片說明文字有誤
﹐或是把尼泊爾和印度警方對西藏抗議者的嚴厲鎮壓說成是西藏發生的事情。博客作者們表示﹐這些報導中的錯誤使人產生了這樣的錯覺﹐以為只有中國警方對藏人進行了鎮壓﹐而藏人並沒有暴力行為。

《華盛頓郵報》的網站已更正了一張照片的說明文字
﹐糾正了事件發生的地點﹐並刊登編者聲明說﹐該圖片所示為尼泊爾發生的事件﹐與說明文字不符。

德國N-TV電視台在一份聲明中承認從一些網站和報紙上獲悉
﹐該電視台使用的一些圖片有誤﹐並已進行了更正。其發言人克里斯托弗•漢默施密特(Christoph Hammerschmidt)說﹐我們對出現這樣的錯誤表示由衷遺憾﹐但我們也不懷疑自己報導的獨立性。

中國國內媒體也加入到饒謹和其他博客作者的陣營。《南方都市報
》上週日用一整版詳細報導了國外媒體上那些“令人難以置信的五花八門錯誤”。

饒謹說﹐他知道中國政府對關於西藏的信息進行了審查
﹐使記者報導的難度增大。不過﹐他支持政府的做法﹐因為如果外國記者在進藏前就懷有偏見﹐他們對此事的報導很可能是片面的。

那麼他從哪裡獲得準確消息呢﹖

饒謹說﹐他看書﹐還上網搜索信息﹐中國的網民能對事情做出自己的判
斷﹐他們不只依賴政府或是西方媒體獲取信息。他們運用自己的技術力量獲取信息、並對傳言進行核實。

YouTube網站上有一個視頻﹐到週二晚上點擊量已達170萬次
。該視頻的標題為“西藏過去、現在、未來都永遠是中國的一部分”。 該網站上也有另一方的回應﹐不過點擊量較前者要少得多﹐其中包括一個名為“西藏現在不是、不應該是、將來也永遠不會是中國一部分”的回帖。

饒謹說﹐如果中國政府減少對YouTube等外國網站的審查
﹐中國的網民就能有更大的舞台來駁斥外國網站﹐這對中國政府自身也是利好之事。





北京:
中国西部藏区再次发生骚乱。目击者说, 至少一名警察和一名藏族僧侣被打死。据中国官方媒体新华社报道, 这名警察在四川甘孜发生的一次冲突中丧生。示威者使用了匕首和石
头对付武警战士。冲突还造成一些武警受伤。据当地有关机构发布的消息, 警方只作了鸣枪警告。流亡藏人组织报道, 在四川至少有一名18岁的藏族僧侣被武警开枪打死并称, 国家安全力量多次向大约2百名示威民众开枪扫射。示威者中有不少僧侣。示威者试图游行前往政府管理部门大楼。据新华社报道, 在此期间四川阿坝地区有381名参与骚乱的藏人向警方自首。另据消息, 达赖喇嘛呼吁藏民放弃暴力行动。他说, 如果继续发生反对中国统治的暴力示威, 除了退出政治舞台他将别无选择。他还表示, 他对西藏危机没有任何影响。

 看西藏問題媒體戰:中國政治改革何不從媒體開始這樣的圖片充滿此間媒體Großansicht des Bildes mit der Bildunterschrift: 這樣的圖片充滿此間媒體一個中國海外草根搞的指出德國等地媒體“錯用”西藏事件圖片的視頻,經一些海外中文媒體的報導後,在中國掀起了大波瀾。中國新華社和人民日報先後報導,德國媒體也作了報導,相關德國媒體還表示了道歉。可以說,在西藏問題媒體戰上中國節節敗退之後,打了一個“成功”的小反攻。據稱YouTube在中國也開禁 了。德國之聲記者認為,這說明:中國的媒體政策改革已經到了不得不改的時候。而這正是一個好的契機。這件事情是怎麼走到中國的名為"西藏騷亂:西方媒體的真實面孔"的中國海外草民製作的錄像先是在海外的YouTube創造點擊量。德國之聲中文網等中國境外中文媒體報導了此事後,這件事傳到了中國國內,在中國有關網站上立即引起了數以萬計的點擊量和數以千計的評論。今天(3月24日),中國官方媒體人民日報發表了題為"是無知,還是偏見"的文章,報導了"英國一家廣播公司"、"德國一家報紙網站"、"美國一家電視新聞網" "歪曲報導"西藏事件,錯用圖片的事。這篇官方的中文報導沒有點任何一個西方媒體的名,也沒有刊登相關圖片。前一天(3月23日),新華社在新華網上發表的英語文章,則明確地點了CNN、BBC、德國柏林晨報、ntl電視台網站等的名,並用了那名中國海外草民蒐集的圖片。據了解,這兩天,在中國長期被禁的YouTube忽然開禁了(據了解是從3月22日開始開的禁)。德國媒體是怎麼報導的這件事情只有少量德國媒體作了報導,但畢竟是有一些主流媒體報導了的。世界報在線只是轉載了德新社一篇很短的報導,關於此事就兩句話:"外國對西藏嚴重動亂的報導引起了中國國家控制的媒體和網上論壇的批評。一些媒體被指責歪曲事實。"具體怎麼回事,沒有說。焦點雜誌在線是在一篇題為"中國知識分子批評中國媒體"的文章的下半部分以不太起眼的方式報導此事的。這篇文章上半部分報導的是劉曉波、王力雄等29名中國維權知識分子的公開信內容。在下半部分以"(中國)國家媒體反擊"、"所謂錯誤的圖片說明文字"等小標題報導了上述事宜。但這方面的報導是比較詳細的,也提到了CNN、柏林晨報、n-tv等被中國點名的媒體的"所謂"錯用圖片是怎麼回事。只有法蘭克福匯報用了一整篇文章來報導此事,標題就叫"中國批評外國媒體的西藏報導",詳細引述了新華社對這些西方媒體的批評。德國RTL電視台網站和n-tv電視台作出了相關表態。中國新華社這次反應很快,馬上就(3月24日)發表了一篇題為" 德國RTL電視台網站承認對西藏暴力事件報導失實"的報導。該報導說,RTL電視台網站發表了一個聲明,"承認了這一錯誤,並對此表示遺憾"。 ""德國電視新聞頻道N-TV也表示正在對相關報導進行核查。 "法蘭克福匯報上述文章就此寫道:n-tv一名發言人周日在科隆表示,電視台將核查這個指責,"我們認真對待此事,將進行核查。 "德國媒體的"難處"是怎麼來的這件事情,德國沒有幾個媒體給予報導。但畢竟有幾個主流媒體報導了。為什麼其它媒體不報導此事,或者只是一筆帶過呢?從 焦點在線的報導方式可見一斑。焦點在線這篇文章,標題說的是批評中國的事,只是在下半部分報導了這件事。並且用了諸如"所謂"之類的小標題。為什麼呢?簡單地說,這叫避免給人以站錯立場、"為虎作倀"的印象。在整個西方的媒體界,情況恐怕都是類似的。泰晤士報報導過當時在拉薩的瑞士遊客等的說法:西藏暴民暴打漢人,甚至可能當場打死;德國明鏡周刊在線發表過對時代報駐中國記者布魯默(Blume)的採訪,他說,一個藏民雖然痛恨中國政府,但卻說沒聽說中國軍警開槍打死人。這樣的報導都沒有被其它媒體所轉載。如此種種,這種德國、西方媒體的"難處"是從哪裡來的呢?首先,這是一個價值觀的問題。民主、自由這些價值觀在西方世界是絕對準繩。首先,中國近幾十年來經濟發展很快,有目共睹,但在民主和自由方面幾乎沒有進展,卻也是共識。儘管中國已經資本主義化了,執政黨卻仍然自稱是"共產黨"。這些都是西方(無論是政府、媒體還是大眾) 無法接受的,也不能為之鼓吹的。在中國與另一種力量發生衝突的時候,人們不得不首先想到這一點,以此作為一個標準,同時也是一個記者道德標準的問題。第二,中國這些年來的許多政治上的行為給西方民眾留下的印像是什麼呢?很明顯:嚴格地控制媒體和言論,而中國的媒體(當然多半是非自願的)也經常出於"習慣"、"傳統"而隱瞞甚至扭曲發生的事情。比如非典、松花江毒流,那時的中國政府和媒體態度畢竟給世人留下了太深刻的印象。再來個舊話重提:不久前,德國之聲譯載了法新社關於溫家寶總理在艾滋村握的是"演員"的手的報導。中國看得很嚴重,外交部向法新社抗議,新華社撰文不點名地批評德國之聲。然後,法新社作了道歉。是的,法新社那名德國"僱員"的報導方式有問題,他完全可能是"道聽途說"。但是,河南當地領導真的沒有這樣的問題嗎?在百度這個有"限制"的搜索引擎的"網頁"裡,輸入"艾滋村"和"溫家寶"這兩個關鍵詞,就能找到內容相關的報導,而這些報導是中國國內媒體發表的,比如2005年的一篇,標題就叫"河南'艾滋村'防艾黑洞:官員連總理都欺騙",2008年1月2日的一篇叫"河南艾滋父親不許與總理見面"。中國媒體報導這事,沒有引起重視,外國媒體報導了,卻看成是污衊溫家寶總理(法新社的報導其實完全是針對地方官員的),而不去認真地調查核實,如果屬實,就懲罰或至少警告敢於欺騙國家領導人的地方官員。自由亞洲電台在事後還作了電話採訪,也證實有這類事情,並有採訪錄音。中國這樣的媒體政策,如何取信於世人呢?如何扭轉世人難以相信的的心態呢?第三,幾十年來西方的"西藏印象"。可以說所有德國人(西方其他國家人可能也是一樣的)都有這麼一個深刻的"印象":中國在50年代初"非法"佔領了西藏。德國之聲德語網日前採訪的科隆漢學兼法學家霍爾澤說,西藏是在清王朝倒台後才於1913年宣布獨立的,但這個宣布並沒有獲得世界各國的承認。這一點,沒有幾個德國人知道。桑特施奈德說,中國50年代初佔領西藏後,國際社會並沒有對此提出過質疑。這一點恐怕也沒有幾個德國 人相信。為什麼世界各國當時和後來沒有承認西藏獨立呢?國際社會沒有質疑一說是真實的可信的嗎?筆者認為,這恐怕要“歸功”於蔣介石了。因為,蔣介石的中華民國是西方認可的,並且當時在聯合國占有"常委"席位,而蔣介石是不會承認西藏獨立的。但是,在西方民眾心目中,尤其在中國50年代末"平亂"後,中國"非法"佔領西藏的印象卻是深刻的。從這點出發,在中國政府和西藏人之間發生什麼,人們自然而然會相信西藏人說的。第四,有一種世界普遍的觀念,叫"同情弱者"。中國在西藏問題上永遠以"強者"的姿態出現,西方人自然而然就覺得應該站在西藏,站在達賴喇嘛一邊。中國媒體政策轉折的機會中國終於在媒體政策方面作了一個小小的轉折:給YouTube開了禁。僅僅是這麼一個小小的轉折,就已經帶來了一個小小的成功:至少西方有一部分人對此的"堅信"會不那麼"堅"了。但是,這並沒有帶來根本性的轉變。根本性的轉變,德國之聲日前的文章裡提出了兩個方面:一是中國要跟達賴喇嘛見面,談判;二是在媒體政策上必須有所改變。這裡主要說媒體政策。關鍵詞是“由剛轉柔”。首先,盡快向境外媒體開放是當務之​​急。西方記者固然有自己的價值觀,但是記者的職業道德也是價值觀的組成部分。這個職業 道德要求的就是實事求是。西藏事件發生以來,已經有不少西方記者表明了這種職業道德。中國必須相信廣大西方記者,相信他們至少大多數不會"胡說八道"。只有他們的報導,才會真正被西方和世界上的大多數人所相信。而且,趁這個機會,中國也應該認真考慮一下了,這種開放是否應該持續下去,不要局限在奧運年。這對全球化過程中的中國肯定是好處多於壞處的事情。第二,對境內媒體和草根媒體也不應該嚴格控制。中國對國內媒體同樣嚴格限制。西藏事件發生後,雲南有關媒體人員對德國之聲記者說,關於西藏事件,規定只能用新華社的稿子,連西藏官方媒體的報導都不能隨便轉載。中國的內外有別在媒體政策方面是十分突出的。本文一開始提到的人民日報和新華社的報導就有了別,人民日報的中文報導比較含蓄,不點名,不用圖片,而新華社的英語稿則點名而又用圖片。這種"內外有別"是不符合人民的"知情權"要求的。 "花花公子"奧運開放事件,同樣反映了這種情況,只發表在中國日報英語版上。另外,這次中國終於發現,草根的"吵鬧"是有好處的了,於是放開了YouTube。希望這種放開不是臨時的。同時希望中國能認真考慮一下,對互聯網如此嚴格的控制是否真有好處。是好處大於壞處還是反之。至少,給世界的印像是壞的,也不利於取信於人。第三,西方媒體的襟懷坦蕩也是值得學習的。法新社為艾滋村事情道歉,中國立即大報特報。現在,新華社也超高速地報導了德國電視台網站道歉的事。但是,中國媒體政策的製訂者們和媒體的同仁們有沒有想過一個問題:是否也可以從西方媒體的襟懷坦蕩,有錯就承認中學點什麼呢?真能學一點,也有助於自己媒體的可信度。第四,重視媒體的語言“改革”。剛與柔的矛盾同樣體現在媒體的語言上。德國之聲日前的文章已經指出,象"人民戰爭"、" 你死我活"之類的文革語言只能給人以壞印象,現在劉小波等人的聲明中也提到像"披著人皮的豺狼"之類的文革語言。媒體要靠什麼來說話:用事實,用最讓人覺得可信的事實表達方式。舉個例子,中國說拉薩事件至今有18人死亡。西方的報導就說,中國官方說西藏有18人死亡,西藏流亡政府說是130人。這給人甚麼 印象?也許中國報導裡說的18人中主要是"暴民"的受害者,卻給西方人一個印象:這18個人是中國鎮壓的犧牲品。為什麼中國就不能公佈這18個人的名單、 照片和死亡情況與經過呢?還是由於嚴格的媒體政策。如果中國政府真公佈了這18個人的死亡經過,那麼西藏有關人士可能不得不以相應的130人的材料來證實他們的說法的真實性。不是嗎?當然了,如果這事情單獨由中國政府宣布,而不是由外國記者參與了解,在可信度上還會是打折扣的。中國到現在為止還是不改剛性。也許這方面在內部有很大的爭議。但是,隨著奧運的接近,純剛性的弱點會變得越來越明顯,中國面對的威脅也越來越大。真的在奧運期間發生些什麼,可以說是防不勝防的。跟達賴喇嘛談,開放媒體,實際上是真正明智的選擇。如果作出了開放媒體的選擇,哪怕只是局部的,也會是一個好的開端。中國的政治改革不妨就從媒體政策開始。這也由於媒體政策問題已是當務之急。德國之聲版權所有轉載或引用請標明出處和作者責任編輯:德國之聲中文網

One monk said his home in Luhuo County had been littered with fliers calling on Tibetans to protest. A second monk said soldiers had surrounded his monastery in Aba County. The third dialed home. After folding shut his cellphone, he said the police had killed one Tibetan protester and injured nine others in Serta County.
“Tibetans are dying for no reason,” said the Luhuo monk, as the whine of a police siren drifted through an open window. “But this is happening in remote places, and nobody knows.”
From this city of 10 million people in the middle of China, all roads leading west have been closed — except to convoys carrying soldiers and riot police officers to subdue Tibetan antigovernment protests. Chengdu has always been a gateway to the remote Tibetan plateau, but now it feels like a border outpost, tense and anxious, at the eastern edge of what several Tibetans here described as a war.
If it is a war, it is one the outside world cannot see. Police roadblocks have closed off a mountainous region about the size of France, spanning parts of the provinces of Sichuan, Gansu and Qinghai. Foreign journalists trying to investigate reports of bloodshed are turned away or detained. Even in big cities like Chengdu, Tibetans say they are wary of police retaliation. They pass along secondhand accounts of clashes mostly on condition that their names will not appear in print.
What seems clear is that in the isolated region west of Chengdu, the sometimes violent protests, already the broadest and most sustained agitation against Chinese rule in two decades, have continued despite the influx of armed security forces. Lhasa itself is now under heel. But a vast area of highlands and placid villages, where Tibetan life usually centers on temples and monasteries built of wood and earth, remains a battle zone.
On Tuesday, protesters and the police clashed in Garze, a prefecture of Sichuan, state media and a Tibetan rights group said. Some 200 monks and nuns began a march earlier in the day that turned violent when the police sought to suppress the crowd, the India-based Tibetan Center for Human Rights and Democracy said.
China’s Xinhua news agency said the police opened fire in self-defense after the demonstrators attacked them with knives and stones. The rights group said one 18-year-old monk was killed and another was critically injured, while Xinhua said protesters killed one policeman.
In Chengdu, Tibetans gravitate to a neighborhood that is beside an ancient Chinese temple called Wuhouci. The area is known for a teeming marketplace that sells Tibetan Buddhist ceremonial objects, clothing and art. Usually, Tibetan monks and traders pass through the market, buying crimson robes or printed scriptures, but the police lockdown has left many people stranded and desperate for news from home.
“Do you know how many died in Aba?” asked Nyima, 28, a monk from the Garong monastery in Nyagrong County. He has lived in Chengdu for three months, sleeping above his shop.
After the unrest in Lhasa, violent clashes between Tibetans and security forces erupted in Aba. Officials later said the police fired in self-defense on a crowd of Tibetans that had attacked the local police station and set it on fire. Tibetans who have called relatives in Aba say the death toll may be more than 20; that could not be independently confirmed.
A young Tibetan woman from Aba who sells Buddhist statues and jewelry at a local shop said her family was safe but had also warned her that the conflict in Aba had not yet ended. “They are fighting a war,” said the woman, whose name is Haijiang.
A Tibetan college student from Aba had also made a worried call home. His relatives described a confrontation that began at the local Kirti monastery. The student’s family said a huge contingent of soldiers arrived with weapons. “People got very nervous,” the student said. In recent years, authorities tightened religious restrictions, including closing down a religious school.
On March 16, protests began at Aba after a monk at Kirti declared that Tibetans should not have to live under Chinese rule. Protesters holding images of the Dalai Lama marched through the streets, the student said.
The police initially did not stop them. But when protesters burned a police station, soldiers with machine guns fired into crowds, killing at least 13 Tibetans, the student said. He said several Chinese soldiers had been killed.
“The next day, the town looked green with the soldiers,” he said. “Every day, helicopters hover over the city.”
The police said Chengdu itself is secure. But the Wuhouci neighborhood is enduring its own lockdown. Armed police officers now surround the neighborhood. White patrol cars cruise the streets, flashing their lights as officers bark through megaphones at vehicles to keep them moving.
Last week, the local police called a news conference to dispel rumors of a bomb threat. Chinese shopkeepers gossiped about reports that a Tibetan man from Aba had stabbed and killed two Han Chinese in the city. The police confirmed that a stabbing had occurred but said a single victim had only minor injuries.
Monks and other Tibetans are meeting in quiet corners. In the back room of the Tibetan teahouse, the three monks compared notes. One, age 40, told news of Serta County, where he said Tibetans had taken over a government compound and raised the Tibetan national flag.
Another monk had come to Chengdu from Aba to purchase printed Buddhist scriptures. Now, he gathered information by telephone. Armed police officers had circled six monasteries in Aba and arrested “many, many” monks, he said. He was told that 23 people had died so far, even though China’s state-run media has reported only four injuries.
Two days later, one of the three monks again called his hometown of Luhuo. “The sound of gunfire can be heard in Luhuo,” the monk said. “A lama died. A soldier died. They are fighting a war now.”

和谐之旅中的不和谐
不过,和谐之旅从一开始就伴随着不和谐的强音。取火当天,虽然希腊警方事先得到情报,知道有藏人借机示威,从而提高了安全戒备。但在中方代表刘淇发表演说的时候,会场上还是发生了意外。3名示威者突然跳起,拿着燃烧着的奥运五环旗帜,冲向中国代表。希腊警察迅速介入并制服了肇事者。事后, 国际奥委会主席罗格说,他对取圣火仪式受到西藏问题的干扰感到悲伤,但这些人没有动用武力,这是最重要的。

Taiwan’s President Ma Ying-jeou’s second term is off to a rocky start and analysts say the road ahead will only get bumpier as he gets squeezed between growing public discontent and frequent squabbling within his own party.
Less than two weeks after his re-inauguration, Mr. Ma has already lost his finance minister, Christina Liu, who tendered her resignation after a cabinet-proposed tax plan was overturned by Kuomintang (Nationalist Party) lawmakers on Monday. Ms. Liu was under direct instructions from the president to spearhead massive tax reforms, in particular a re-implementation of the capital gain tax, to fulfill Mr. Ma’s campaign pledge to narrowing the island’s wealth gap.
Political observers said although the controversy over the new tax may have cost Ms. Liu her job, it is Mr. Ma’s political future and the KMT’s fate that are being put through the grinder.
In addition to the capital gain tax, a string of unpopular policies such as recent oil and electricity price hikes, a lingering feud over full importation of U.S. meats, and the imminent hike in national health insurance premiums have taken a toll on Mr. Ma’s approval ratings, causing many KMT elected officials to distance themselves from the leader, analysts said.
The overturning of Mr. Ma’s tax plan by KMT lawmakers Monday was the caucus’ second effort in the same month to stonewall the highly unpopular bill. In April, close to 20 KMT lawmakers also abstained from siding with the government’s proposal to allow importation of U.S. meats containing trace amounts of ractopamine, a drug used as a feed additive to promote leanness in pigs and cattle.
According to various polls, Mr. Ma’s popularity has fallen to 15-35%, a steep drop from his 51% victory in January’s election.
“With the 2014 local elections and the 2016 combined legislative and presidential elections down the pipeline, KMT lawmakers are trying to disassociate themselves from the power center, making Mr. Ma a lame duck president much sooner than expected,” said Joseph Wu, a political science professor at National Chengchi University.
Mr. Wu said although Mr. Ma has repeatedly stressed his policies are necessary to sharpen Taiwan’s competitiveness amid the current global downturn, the public has been reluctant to side with him “because the formation of the policies has been so disorganized,” he added.
The government’s proposal for a capital gain tax, for example, was first pitched on March 28 but has since gone through several revisions. The back and forth debates and vehement opposition from the business community have deterred many investors from placing bets in the Taiwan stock market, said Randy Chang, a KGI Securities stock analyst.
Capital Securities analyst Diana Wu said in addition to the escalating eurozone debt woes, the looming fear of such tax was a major contributor to the Taiwan stock market’s 8.7% decline since late March.
However, if the government ends up adopting the party caucus’ version, Ms. Wu noted, the KMT, especially Mr. Ma, will be further criticized for kowtowing to the ultra-rich while – an image the KMT has been trying hard to shake.
“The lack of coordination between the administration and the legislature is making the KMT look very bad and unreliable. What the president needs to do is to put more pressure on the legislature so the party can have a united front,” said Yen Chen-shen, a research fellow at the Institution of International Relations.
During his re-inauguration news conference on May 20, the president resolutely rejected the notion of relinquishing his KMT chairmanship despite the growing discontent over his performance in both jobs.
Mr. Ma, once a fixture on nearly every KMT campaign poster, is now a popular target of criticism among vitriolic talk show hosts across the political spectrum. If he doesn’t find a way to be more assertive with lawmakers, analysts say, he risks spending the next four years as the lamest of lame ducks.

〔國際新聞中心/綜合報導〕緬甸民運領袖、國會議員翁山蘇姬二十九日晚間抵達泰國,展開她二十四年來首次海外訪問。第一站翁山蘇姬來到緬甸外移勞工聚集的瑪哈猜探視,受到熱烈歡迎。之後她將前往曼谷參加世界經濟論壇東亞會議,並到泰緬邊界探視難民。
緬甸有兩百多萬勞工在泰國討生活,其中多數聚集在距離首都曼谷約一小時車程的龍仔厝省瑪哈猜,從事勞力工作。翁山蘇姬三十日抵達瑪哈猜時,數百名緬甸移工手持緬甸語和英語寫的「自由緬甸」和「我們想回家」標語歡迎她,現場不少移工感動落淚。
在泰國住了六年的披尤說:「我高興到快哭了,覺得緬甸將會有民主。」多數在泰的緬甸移工都想回家,但回去後沒有工作可做,生活無以為繼。
翁山蘇姬說:「我能承諾你們一件事,就是我會盡我所能…歷史總是在改變」她讚揚移工的堅忍精神,「他們只想表達一件事,就是想盡快回家。這當然是我們的責任」。
六 月一日翁山蘇姬將返回曼谷出席世界經濟論壇,將和論壇創辦人史瓦布對話三十分鐘;第二場「亞洲女性前進之路」,翁山蘇姬將與挪威、美國與孟加拉的女性領袖 對談。接著,翁山蘇姬二日將前往泰緬邊界難民營探視,並與少數民族領袖會面。除泰國總理盈拉外,也可能與反對黨領袖阿比希會面,但目前行程未定。

Burmese Dissident Suu Kyi Freed After Long Detention


YANGON, Myanmar — Myanmar’s pro-democracy leader, Daw Aung San Suu Kyi, was freed from seven and a half years of house arrest Saturday and was greeted at the gate of her compound by thousands of jubilant supporters.
She stood waving and smiling in a pink, long-sleeved shirt, as people cheered and chanted and sang the national anthem in a blur of camera flashes. She held a white handkerchief in one hand.
“We haven’t seen each other for so long, I have so much to tell you,” she said, according to The Irrawaddy, a Thailand-based exile magazine.
“She is our mother, she is our mother!” a woman said, near tears.
Mrs. Aung San Suu Kyi spoke only briefly and said she would address supporters on Sunday at the headquarters of her party, the National League for Democracy.
She had spent 15 of the last 21 years under house arrest and her release had been the leading demand of Western nations seeking to pressure the ruling junta on questions of human rights and political freedom.
Analysts said the generals in power might see less need to isolate her because long-awaited parliamentary elections, held just five days ago, were completed with the victory of the party they backed.
Her freedom was unlikely to lead to any immediate change in long-standing policies of isolation and sanctions by the United States and other Western powers.
Western diplomats said they would assess the degree of liberty she would be afforded and watch the behavior of the military toward her.
Mrs. Aung San Suu Kyi’s lawyer, U Nyan Win, said recently that she intended to plunge again into political activities, no matter what restrictions might be placed on her. The possibility remained of future confrontations that would bring further condemnation from the West.
Mrs. Aung San Suu Kyi, 65, a Nobel Peace Prize laureate, has come to symbolize nonviolent resistance both within and outside Myanmar, and what the playwright Vaclav Havel called “the power of the powerless.”
Though she long has had almost no contact with the world outside her lakeside villa, she has remained a symbol of hope for many in Myanmar, formerly Burma, that the generals could not overcome.
“She will be linking up with the people, who very much desire her release to work for democracy and human rights,” said U Tin Oo, deputy leader of the party, the National League for Democracy, who was himself released in February after seven years of detention.
“She will again lead the N.L.D.,” he said in a telephone interview. “She is already the democratic leader of Burma and an icon.”
The junta has released her twice before, in 1995 and 2002, calculating that her extended absence from public view had weakened her appeal. They were proved wrong. Huge, enthusiastic crowds greeted her wherever she went, particularly in 2002.
In both cases, she was returned to house arrest.
This time, said Josef Silverstein, a Myanmar specialist and professor emeritus at Rutgers University, “I think they feel pretty confident that they so controlled the election, that there was not much violence, a quietude, that they can take a chance on her freedom.”
But he added, “This woman didn’t go through hell to remain silent at this particular point.”
The parliamentary elections on Sunday were the first in 20 years. In the last, the National League for Democracy won in a landslide.
The generals annulled that result and clung to power. This month’s election was seen as their attempt to gain legitimacy. Though it will be dominated by the military, the new Parliament will be the first civilian government in the country since 1962.
The National League for Democracy refused to take part in the election, saying it was unfair and undemocratic. As a result it was forced to disband as a political party, and Mrs. Aung San Suu Kyi now has no official standing as a political leader.
But not everybody accepts this.
“We at the N.L.D. still consider ourselves to be in existence,” said Mr. Tin Oo, the party deputy leader. “We still honor the result of 1990 and we will respect this. Nobody can hold an election until the problem of the 1990 election is resolved. This was the mandate of the people.”
Mrs. Aung San Suu Kyi’s most recent term of house arrest began in 2003 after an attack on her motorcade by government-sponsored thugs that some people believe was an assassination attempt.
Her detention was extended in August last year when an American, John Yettaw, swam across a lake uninvited to her home, leading to a trial that convicted her of violating the terms of her detention. The date for the conclusion of her term was set in a message to the court from the leader of Myanmar’s junta, Senior Gen. Than Shwe.
In the past, as her terms neared completion, extensions would be imposed. But this time, it appeared that she might be freed as promised.
The crowd outside her party headquarters on Friday buzzed with anticipation. A man rode a bicycle near the house with a sign hanging from the handlebars with a picture of Mrs. Aung San Suu Kyi and a poem titled “Until We Achieve Success.”
“Please wait peacefully,” U Win Tin, one of her former advisers, told the crowd. “She will come and see all of you.”

In her first speech since her release, Myanmar's pro-democracy leader Aung San Suu Kyi told thousands of supporters on Sunday she wants "to work with all democratic forces" to bring change to the military-led country.

The recently freed leader of Myanmar’s pro-democracy movement, Aung San Suu Kyi, has given her first speech since being released from house arrest, urging throngs of cheering supporters that movement towards democracy in the junta-led country should be done "the right way."
In long-awaited remarks, Suu Kyi said that the "basis of democratic freedom is freedom of speech."
"Democracy is when the people keep a government in check," Suu Kyi told the crowd at the headquarters of her National League for Democracy (NLD) party in what was her first political address in seven years.
The crowd, many of them waving "We Love Suu" placards, cheered the Nobel Peace laureate and called her "mother" or "sister."
No security personnel were visible on the streets, but soldiers were seen in a building opposite NLD headquarters.
"I don’t have any antagonism toward the people who kept me under house arrest … the security officials treated me well," she added. "I want to ask [the junta] to treat the people well also."
"Please do not give up hope, there is no reason to lose heart," she said.
Suu Kyi is also scheduled to meet with foreign diplomats for talks.
The Nobel peace laureate was released Saturday after having spent 15 of the past 21 years either under house arrest or in prison.
Suu Kyi's freedom is seen by international observers as an effort by the regime to dampen condemnation of elections held last Sunday, partial results from which have already reconfirmed the rule of the party of Myanmar's military junta.
The polls were widely viewed as a sham by the international community.
The last elections were in 1990, when the military refused to relinquish power despite the NLD winning 392 of 485 parliamentary seats.
Global focus shifts to Myanmar
The international community has used Suu Kyi’s release as an opportunity to urge the country's ruling military dictatorship to hold free elections and to warn against any new infringement of Suu Kyi's liberties.
German Chancellor Angela Merkel and Foreign Minister Guido Westerwelle expressed their hopes that Suu Kyi would be able to work for democracy.
"She has a central role in the necessary path to national reconciliation and democracy," Westerwelle said.
The EU's special envoy for Myanmar, Piero Fassino, called for "a democratic transition" to take place in Myanmar.
"We hope that this act ... is followed by other essential ones: freedom for all political prisoners, an end to all hostility towards ethnic minorities and the launch of a process for national reconciliation,” Fassino said from his website.
"It's now time for Myanmar to launch a real democratic transition based on dialogue and the involvement of all parts of society."
French president Nicolas Sarkozy said that Paris would pay close attention to the way Suu Kyi was treated in the future.
"Any obstacle to her freedom of movement or expression would constitute a new and unacceptable denial of her rights," Sarkozy said.
US President Barack Obama called Suu Kyi "a hero of mine."
Calls to free other political prisoners
While welcoming the news, several world leaders, including UN Secretary General Ban Ki-Moon, also called on Myanmar to release some 2,100 other political prisoners being held by the government.
Meanwhile, human rights groups reacted cautiously to the release. Amnesty International said Suu Kyi's release "marks the end of an unfair sentence that was illegally extended, and is by no means a concession on the part of the authorities."
New York-based group Human Rights Watch called the junta's move a "cynical ploy" to deflect criticism of its recent election.

翁山蘇姬也表示,她對軟禁她的人沒有任何敵意,她感謝善待她的安全官員,但軍政府也應該善待所有人民。






翁山蘇姬向支持者表示,她了解他們想要什麼,如果要得到想要的事情,就必須正確去做,「民主自由的基礎是言論自由」。


翁山蘇姬也說,沒有人民的參與就不會成事,她不怕責任,只怕不能盡責。


緬甸官方表示無條件釋放翁山蘇姬,她已獲得完全自由,翁山蘇姬昨天獲釋與今天演說吸引數千人到場聆聽與歡呼,緬甸軍政府沒有對罕見的大型集會作出任何舉動,但外界揣測,緬甸軍政沒有停止監視與觀察,並積極在選後成立具有合法地位的「民主」政府。


不過,這次的選舉無論選舉法或選舉過程,都被批評不公平公開,透過威脅利誘以及預先選票確保軍政府支持的政黨贏得大選,而選舉結果已獲得中國、越南、泰國等東南亞國家協會(ASEAN)承認。


緬甸大選後,軍政府支持的政黨「聯邦團結發展黨」(Union Solidarity and Development Party)宣布贏得80%席次勝選,未來3個月將成立新政府。


緬甸民運人士與國際特赦組織、人權團體在翁山蘇姬獲釋後,呼籲緬甸軍政府必須釋放2200名仍遭拘留的政治犯,並保證翁山蘇姬人身安全與言論、集會結社的全面自由。


雖然各界對翁山蘇姬獲釋表示歡迎但也保持戒慎,人權團體懷疑軍政府的動機,不過也有人抱持一絲改變的希望。唯有軍政府與反對黨、少數民族間要真正展開和解對話,才可能是改變的開始。


翁山蘇姬過去21年被軟禁15年,期間被釋放過2次,2003年第3次被軟禁至昨天長達7年半,緬甸政治面貌已與過去大不相同,分析人士認為,翁山蘇姬除 了面對軍政府的監督外,她也將肩負重整民主反對派勢力以及帶領新生代進入政治舞台的任務,而各種族團體也期盼與她討論民族自治、平等與權力分享的問題。 991114
